קבע דו”ח לוי, שהצדק וזכויות האדם - כולל של פלשתינים – דורשים שעניינים כאלה יגיעו
לבית משפט מחוזי. כך, אם יתברר שהתביעה של הערבי מוצדקת , תוצע לו קרקע חלופית או
