*חקיקה הלאומית - הישגים בכנסת שהושגו בזכות העבודה שכולנו עשינו *



לפני פסח - הכנסת יצאה לפגרה (חופשה) עד אחרי יום העצמאות. הזדמנות טובה לדווח
על 3 הישגים חלקיים אך חשובים שהשגנו בחצי השנה האחרונה, בנושא החקיקה הלאומית:




א. חוק תגים לשוטרים:  כזכור, ביקשנו מהשרים להצביע *בעד* הצעת החוק:

השרים הסכימו עקרונית לקדם את הצעת החוק ולכן  היא עברה ללא קושי את ההצבעה
הראשונה בכנסת (הקרויה: "העברה לוועדה"):   http://oknesset.org/vote/3357/



ב. חוק חרם: כזכור, ביקשנו מחברי הכנסת שיצביעו *בעד* הצעת החוק הזאת:

הם עשו זאת, הצעת החוק "עברה לוועדה" - בדרך לקריאה שנייה ושלישית:

ג. החלת החוק הישראלי בישובי יהודה ושומרון - כזכור, ביקשנו מחברי הכנסת *לא
להצביע נגד* יהודה ושומרון:

התוצאה?
דרמה. כפי שכתב בן כספית http://www.nrg.co.il/online/1/ART2/215/915.html:
"רוב הח"כים של הליכוד *נמלטו מהמליאה* כדי לא להיאלץ להצביע נגד הצעה *שהם
בעצם מסכימים איתה*. בן כספית שיבח את "זכותם של הח"כים הימניים לחופש היעדרות
.... מבחינתם יהודה ושומרון זה עניין מצפוני עקרוני".   בש"ס וישראל ביתנו --
אפילו השרים סירבו להצביע נגד. כך גם כמובן במפד"ל. בליכוד כאמור הח"כים היו
בסדר והשרים היו לא בסדר  (הצביעו נגד יהודה ושומרון). כמובן שהאיחוד הלאומי
הצביעו בעד. לפרטים:

הליכוד שסירבו לבקשתנו המנומסת והצודקת, נכחו לדעת, שמי שמצביע נגד ארץ
ישראל, עלול למצוא את עצמו מצביע לבד, לצד אנשי שמאל וערבים. הנה למשל סרט
מדהים בו רואים דמות בכירה זועמת על ראש הקואליציה מפני שנאלצה להתבזות, *לבד*,

היו מספר פעילים שהתאכזבו -  מדוע הח"כים לא הצביעו *בעד *ההצעה?? הסיבה היא
שבכנסת התפתחו נורמות שליליות לאורך השנים: זהו נס שהצלחנו לגרום ל"שביתה"
שגרמנו לה. הנה דוגמה אחת (ויש עוד הרבה...) של כל  ח"כי הקואליציה, גם הטובים
ביותר, מצביעים  *בעד מדינה פלשתינית*: http://oknesset.org/vote/245/.
בארכיון מטות ערים יש דוגמאות נוספות של *ראשי הימין האידאולוגי* שמצביעים: בעד
עקירת יישובים - בעד הזרמת מימון לערפאת - ועוד. רק אם נשמור על מעורבות גבוהה
בכל הנעשה בכנסת במשך *חודשים ושנים*, נגיע לכך שחברי כנסת יצביעו נגד עמדת
הממשלה בהצבעות האידאולוגיות.



זו הסיבה שכיום, כאחד מלקחי גוש קטיף, כולנו פונים לחברי הכנסת לפני כל הצבעה
חשובה (כי אם לנו לא אכפת - מדוע שהח"כים יטרחו להצביע כפי שצריך???)  בדיוק
לשם כך הוקם רשת המייל של מטות ערים.



* אנא המליצו לנו (mattot.arim at gmail.com) על *כתובות מייל חדשות*, של חברים או
בני משפחה (*רק* אנשי ימין בבקשה, איננו רוצים להטריד אף איש שמאל!!). אנו נפנה
לכל אותם אנשים מומלצים כדי לבדוק האם הם מוכנים לסייע להרחיב את השורות.

של המגזר המוזנח הזה. אבל שוב - לא להפנות אותנו לאנשי שמאל בבקשה.

*MODEST SUCCESSES - LET'S KEEP ON WORKING*



The Knesset is currently on vacation, until after Independence Day. It's a
good opportunity to report 3 partial yet important Knesset successes that we
have had lately in promoting pro-Israel legislation:



a. *Police Badge Law* --  We all asked ministers to vote FOR  the law that
obliges policemen (e.g. settler-bashers) to wear an identifying badge. The
bill has now gone through the ministers' legislative committee without
mishap and also passed its first hurdle ("haavara le-vaada") in the Knesset.




b. *Boycott Law* -- We all asked MKs to vote FOR  the law that provides
disincentives to those which choose to encourages boycotts of Israel or
Judea and Samaria. They did so. The bill is now being prepared for second
and third readings (the final stage before becoming law).



c. *Application of Israeli Law to Israeli communities in Judea and
Samaria*-- We all asked MKs NOT to vote against this! The resulting
drama was
fascinating. The Likud ministers, who did not heed our polite request, voted
for the law but were horrified to find themselves surrounded by an
embarrassing concoction of legislators consisting only of leftists and
Arabs. Yisrael Beytenu, Mafdal and Shas were nowhere to be seen. The Likud
non-minister MKs, including even the deputy ministers and the coalition whip
himself, also busied themselves during the vote with pressing affairs of
state outside the voting hall and/or engaged in healthful strolls in the
bracing Jerusalem air and refused to come and vote against the law as the
Ministers' Committee had ordered them to do. The National Union voted FOR
the law. So, the vote did not pass, but an outstandingly educational drama
resulted.
