המינהל האזרחי היא קבוצת הפקידים בצה"ל שאמורה לדאוג לכל האזרחים ביהודה
ושומרון - בפועל דואגים בעיקר לפלשתינים

המינהל מנסה לאשר, ממש בימים הקרובים, כביש חדש ומסוכן  לפלשתינים, שיחלק
לשניים את מועצה איזורית בנימין. במועצה האיזורית הזו, מתגוררים 70 אלף
(70,000) מתיישבים -- *יותר *מאשר *הוד-השרון, רמת-השרון, נס-ציונה, אור-יהודה,
יבנה או דימונה. *

*הכביש הפלשתיני החדש גרוע ומסוכן! *

*מדוע? והאם יש אלטרנטיבה?*

(*א) מרחק ירי מתושבי וילדי היישוב עטרת* (אחד מיישובי מועצה איזורית בנימין)

ירי ממכונית חולפת נחשב "פיגוע אידאלי" - קל לפלשתינים לבצע, בדרך כלל יש
הרוגים, קשה לצה"ל לסכל - הנהג פשוט שם גז ובורח

*(ב) פיגועים ותאונות:* הכביש הפלשתיני החדש חותך (קוטע) את "כביש חוצה
בנימין", הכביש המחבר בין היישובים השונים במועצה איזורית בנימין. כביש זה הוא
גם היום צר ודחוק -- אם ייחתך ע"י תנועת רבבות פלשתינים, הוא יהפוך לפקק תמידי,
זירה בלתי-פוסקת לפיגועים ולתאונות (שחלקן בעצם פיגועי דריסה...).

*(ג)  מחטף:* המהלך לטובת הכביש בוצע בהליך אקספרס שמכונה "הוראת שעה" -- כדי
למנוע כל אפשרות לדיון ענייני (כי דיון ענייני אכן היה גורם לפסילת הכביש
מטעמים תחבורתיים ובטחוניים)

*(ד) כניעה לעקשנות הפלשתינית - בחירת האלטרנטיבה הגרועה - תקדים מדיני
חמור:*יש כביש אחר, המיועד לשרת את הפלשתינים, והוא עדיף מהכביש המסוכן
הנ"ל. בכביש
העדיף, ניתן לבנות מנהרה או גשר, מתחת  או מעל כביש חוצה בנימין, במקום לקטוע
ולסכן ולפקוק את תנועת המתיישבים. אבל, הפלשתינים מסרבים לקבל את הכביש העדיף
-- כי הם מסרבים "לשתף פעולה עם ישראלים" (כלומר: מסרבים להגיש את המסמכים
המשפטיים הדרושים כדי לבנות את הגשר).

*כיצד נציל את המצב:*

העבירו, במייל או בע"פ בטלפון, או פקססו, את המייל הזה (או את המסר שלו) ל-5
השרים הבאים. אם השרים יקלטו, שאזרחים רבים מודעים למצב, השרים בהחלט
ידאגו  לאישור של הכביש העדיף --* ולא של הכביש הגרוע!*

The Civil Administration is a non-combat organization within the IDF which,
loosely speaking, can be regarded as the pro-Palestinian arm of the IDF
(Israeli army). The Administration intends to approve, within the next few
days, a new road for Palestinians (unless, of course, public pressure
prevents the Administration from doing so -- hence this appeal to you!

The new road  will decimate the main road interconnecting the 40-odd  Jewish
communities known collectively as the Binyamin Regional Council by flooding
it with tens of thousands of Palestinian vehicles, not all of whom are
incredibly friendly or cautious. The 40 affected Jewish communities together
house 70,000 Israelis -- far more than Ramat Hasharon, or Yavne, or Dimona,
and they cannot each exist independently, they MUST be in work- and
school-contact with each other, using their sole all-important road, in
order to be viable.

*The new road will also be within shooting distance of Ateret*, one of the
40-odd communities http://www.ateretnet.net/. This is a very serious matter
because drive-by shootings are *by far the most dangerous variety of
shooting attack*; such attacks almost always are fatal and are notoriously
difficult to stop - the perpetrator simply leans out the window, shoots, and
zooms away before the army has time to even know what has happened.

This entire move is completely un-necessary, because there is a better
alternative, according to which the main road of the Binyamin Regional
Council will have a single tunnel or bridge under or over it rather than
being completely morphed into a crowded and extremely dangerous Palestinian
artery. However, the Palestinians are not willing to cooperate with this
tunnel/bridge plan, and so, the plan which is dangerous for Israelis is the
one that is about to be chosen.

Kindly urgently contact the 5 ministers who have the authority and
responsibility to refuse to approve this unnecessary and dangerous road. For
example, you can simply send the 5 ministers the above 2 paragraphs, headed
by the words "Dear Minister, I look forward to hear that you are working on
and will soon have a solution for this big problem!"  The names of the 5
relevant ministers (Katz, Steinitz, Yaelon, Erdan Begin), all of whom are
from Likud, appear above in the Hebrew -- along with fax numbers, telephone
numbers and (at the bottom, all together) the 5  email addresses.  Please
can you forward any reply you may receive from a minister, urgently to
mattot.arim at gmail.com - thank you very much indeed. Particulars on how the
Civil Administration is duping the right in order to ram this plan through

which show that pressure works -- plans that might need to be ditched due to
public pressure, are usually first "denied".   The ministers *need* your
wake-up call in order to get busy and solve this very serious problem at the
last minute. Remember you are not working on this alone - many other
Israelis and friends of Israel are doing the same as you are, and this
concerted joint effort has brought results in the past and will do so again.
