הישראלים החרוצים שפנו לשרי הקבינט בנושא תכנית קלקיליה* כבר זכו להישג*:

הקבינט לא הצביע על תכנית קלקיליה -- כי רוה”מ ראה שפשוט אין רוב.



עם זאת, רוה"מ נתניהו לא וויתר אלא *דחה* את  ההצבעה על תכנית קלקיליה *ב- 10
ימים בלבד*. רוה"מ מפעיל לחץ כבד על שרי הקבינט להסכים לתכנית קלקיליה המסוכנת
(בעיקר השרים גלנט, ישראל כץ וגלעד ארדן).



נפנה לשרים כדי לעודד אותם לא להיכנע. הפעם – להלן מכתב לדוגמה אשר מתמקד
בטענות *שהפלשתינים *מזרימים לאמריקנים, לנתניהו ולאמצעי התקשורת:

*הנדון: תכנית קלקיליה – אל תתנו לטענות הפלשתינים לבלבל אתכם!*



בקרוב - הצבעה חוזרת בנושא “תכנית קלקיליה”. הפלשתינים טוענים:

א. "קלקיליה צפופה מדי. אין ברירה, ישראל חייבת לאפשר לנו להתרחב לתוך איזור
סי. כל  יתר הכיוונים חסומים ע”י גדר ההפרדה..."

ב.  "ממילא כל השטח באיזור סי הסמוך לקלקיליה, הוא בבעלות פלשתינית פרטית...".



אנא, כבוד השר, במקום להיכנע - השב לטענות הפלשתינים! למשל...



א. הצפיפות בקלקיליה היא 13 אלף איש לקמ”ר (53 אלף תושבים ב-4 קמ”ר). בני-ברק
צפופה הרבה יותר - 27 אלף איש לקמ”ר!

איש לא הציע לתת לבני-ברק להתרחב לתוך מדינות-ערב.  על ערביי קלקיליה לבנות
לגובה -- לא לדרוש להתרחב לתוך ישראל.



ב. השטח אינו שטח פרטי אלא שטח בבעלות “מפוצלת” - כל מגרש קטן שייך לעשרות
בעלים נעדרים או פיקטיביים.

לשטח כזה יש רק פתרון אחד: מכירת הקרקע ומתן פיצויים.

היות שהשטח נמצא באיזור סי, אין לאפשר לעיריית קלקיליה להיות הגורם שימכור
(לפלשתינים) ויפצה. מדינת ישראל צריכה להיות הגורם שימכור (לישראלים) -- ויפצה
את הבעלים ה”מפוצלים” ככל שניתן יהיה לאתרם. באיזור סי – מוכרים קרקע
לישראלים. באיזור איי, איזור בי וירדן – מוכרים קרקע לערבים.

 Update: The dangerous plan to enlarge the city of *Qalqilya – 5 minutes
from Kfar Saba - did NOT pass*. There was no majority in cabinet.

But the *American pressure is such, that Netanyahu cannot take it off the
table*. Netanyahu will be holding another vote on the plan, 10 days after
the first one i.e. *in just a few days*.

Meantime, heavy pressure is being brought to bear on Israel’s cabinet
members. Write to them – particularly Ministers Erdan, Gallant and Yisrael
Katz - and URGE them to vote AGAINST the Qalqilya plan!   Example letter:



Dear Ministers Erdan Gallant and Yisrael Katz,

Qalqilya is LESS crowded then Bnai-Brak, Israel! Pls DON’T give Qalqilya
Israel’s scarce land!

Also, any “private property” near Qalqilya is actually chaos
-- multiply-owned (“fragmented”) land: Dozens of grandchildren or even
great-grandchildren may now co-own  a field which long ago might have been
worked by a single farmer. When the Palestinian Authority gets its hands on
such land, it simply forces the owners to sell.

In which case, why should the Palestinian Authority or Qalqilya
Municipality force-sell the land near Qalqilya, which is in (Israeli) Area
C? Israel should do the selling (to Israelis – again, this is Area C, the
Palestinians can buy and use land in Areas A, B and Jordan) and divide the
proceeds between any genuine Palestinian owners.
